Traverse wont start and has a high pitch humming sound

Chevy traverse 2013 wont turn over and has a high pitch humming sound. It's not the starter had it tested and it was good.

When the engine won't turn over, majority of the times its due to issues with power supply or starter. Try jump starting the vehicle to rule out weak battery. Then you have to test if the starter motor is getting enough current to start the engine (due to bad wire, bad connector, bad relay, etc).
