WiFi blocked when cell service unavaialable

Question

So my cell service is through Verizon, but my hotspot in my Sierra runs off of AT&T. When I lose cell service (Verizon) but still have 5 bars of WIFI, my phone won't connect/ run off the WIFI. My spot is active and work but always says connected via "google". So why won't my AT&T hotspot in my truck work when I don't have a Verizon cell signal??? Why won't my phone automatically go to or stay on the hotspot if I lose the Verizon signal??

Could be an issue with your phone. Have you tried connecting any other phone (that also has Verizon cell service) with your vehicle?

its not the phone. Had that checked. I read something in another peer group Its a glitch with google is what I read on another site, but can't find the site ..
