My 93 civic del sol si will sometimes lose almost all power and make a weird flutter sound under accelerations no matter what gear. The problem comes and goes frequently.

Do you guys have any cheap things I can try?

Its a manual transmission.

Check your plug wires make sure they have not rubbed off the protective coating and make sure the wires are not sitting directly on anything hot like exhaust if you don't see any cuts or bare wire check ends for corrosion might just need some TLC if that doesn't work try changing plugs and wires.

The plug wires and distributor cap all look new. What I did was take off the fuel rail and injectors (which were super mucky looking) and hit them with carb clean and brake clean and then washed them with some gasoline. I know there’s probably some rule about not doing this but I just got back from a little drive and the car ran much better. Keeping my fingers crossed!

Well if that fixed it add some sea foam to your fuel every 2 or three fill ups.

So, on my 93 del sol the fuel pump relay was going bad, sometimes it would work sometimes not. Try swapping it with a different relay adjacent to it.

Issue came back. I pulled off the distributer cap and there was a screw lodged in there next to the contact points. Once again keeping my fingers crossed that’s it.
