Most likely a faulty clockspring.

If the problem with your Chevrolet C5's horn is related to the clockspring, it is likely that the horn is only working at certain steering angles because the clockspring is not allowing the necessary electrical connection to be made.

The clockspring is a component of the steering system that allows for electrical connections to be made while the steering wheel is turned. It is located inside the steering column and is responsible for connecting the electrical wiring that runs through the steering wheel to the rest of the vehicle's electrical system.

The clockspring may need to be replaced in order to resolve the issue.

Thanks for the response, hoping it was not the clockspring.
