With A/C on, fan and A/C compressor constantly turning on and off on 2009 Corolla

With the A/C on the air was not cold. Freon added to supposedly correct levels. Now the issue is the A/C compressor and the fan are turning on and off constantly every 20 or so seconds. When the compressor is off the fan is also off and the air to the cabin does not come out cold.

You've overpressurized the AC system with freon. Release some pressure to the recommended levels (based on the ambient temperature). Using your AC with overcharged refrigerant can damage the compressor, so act quickly.
