What can I check if my 2013 VW Passat engine will not start?

Having problems with stall and cut off when put in reverse; find after new tires installed and reset; then same stall/cut off started again.  Then HORN would not work; Husband checked and reinstalled the fuses; and then it would not START at all***

The list of reasons that can cause your vehicle to stall is too long. The best way to start troubleshooting a stalling vehicle is to scan for error codes using OBD2 scanner.

But usually, engine stalls when there is something wrong with fuel supply: bad fuel pump, clogged fuel filter, bad fuel pressure regulator, blocked fuel injector.
